“Avian Influenza: as a Public Health Security”

Introduction
The world is entering a time of tremendous change in the
security environment as the 21st century begins (Akaha, T 2002). The
discipline imposed by the superpower rivalry of the Cold War period has
disappeared but in its place have emerged new challenges to national and
regional security (Buzan 1991: 431-451). Environmental Security, Disease
Pandemics, among other non-traditional security threats, has become and
increasingly significant problem to the international community. The fact that
it expands rapidly, both in scope and scale, and is getting more and more
complex in its operations makes it very difficult to be effective in countering
it. One dramatic example of such a sophisticated operation was the ‘Bird Flu
incident in Thailand
in January, 2004. |
